MANILA, Philippines—The surge of northeast monsoon has weakened, the state weather bureau said early Sunday.

As of 5 a.m., the Philippine Atmospheric Geophysical and Astronomical Services Administration (Pagasa) said no tropical cyclone exists with the Philippine Area of Responsibility.
However, the regions of Ilocos, Cordillera and Cagayan will have partly cloudy to cloudy skies within isolated rains, it said.
“Metro Manila and the rest of the country will be partly cloudy to cloudy with isolated rainshowers or thunderstorms,” the latest weather bulletin said.
“Moderate to occasionally strong winds blowing from the east to southeast will prevail over Luzon and the Visayas and the coastal waters along these areas will be moderate to occasionally rough. The rest, winds will be light to moderate coming from the east to northeast with slight to moderate seas,” it added.
Tropical storm “Basyang” left a trail of devastation in Southern Leyte and Cebu before it weakened into a tropical depression late morning on Saturday.
Three people died while close to 30,000 people were affected.
