MANILA, Philippines—On May 12, 1962, President Diosdado Macapagal signed Proclamation No. 28, which changed the country’s Independence Day celebration from July 4 to June 12, the day in 1898 when Filipino revolutionaries declared Philippine independence from Spanish rule.—Schatzi Quodala, Inquirer Research
