The Judicial and Bar Council was formally convened on Dec. 10, 1987. The idea of creating the JBC came from former Chief Justice Roberto Concepcion during debates of the 1986 Constitutional Commission in order to depoliticize the process of appointments. Commissioners Jose C. Colayco and Ricardo J. Romulo also stated that the JBC aims to strengthen the independence of the judicial branch of government by preventing the President from whimsically or arbitrarily choosing members of the courts. The JBC holds office at the second floor of the Supreme Court’s Centennial Building in Padre Faura, Manila.—Marielle Medina, Inquirer Research
