MANILA, Philippines—Police collared three boys aged 11 to 13 in two separate thefts in a Quezon City neighborhood on Thursday and turned them over to social welfare workers, police said Friday.

The two incidents occurred less than four hours apart of each other near the intersection of Susano Road and General Luis Street in Barangay Novaliches Proper.

In the first incident, which occurred around 9:45 a.m., Anna Elaine Jokiko was walking on her way to work when a 12-year-old boy walked by her side and stealthily zipped open her shoulder bag and fished out her cellphone. But patrolling policemen caught him in the act and arrested him, according to a police report.

A few hours later, while college student Delilah Joaldo was walking to school around 1:30 p.m., two boys  aged 13 and 11 walked by her and stole a cellphone from her bag. Policemen  saw them, too, and quickly picked them up, the police field report said.
