DAVAO CITY, Philippines—At least one person drowned in a flash flood that swamped parts of Davao City following heavy rain Friday evening, authorities said.

The flooding, which came suddenly and caught many residents by surprise, also inundated the Belisario Heights high-end residential area in the district.

Marvin Samson, a member of the staff at the Office of Civil Defense in Southern Mindanao, identified the fatality only as Anub of Barangay Tigato, who drowned near  downtown Davao City.

The flooding caused massive traffic jams at major intersections, including the underpass in Buhangin, which was turned into a gigantic swimming pool.

Samson said rescuers used rubber boats in going in and out of the villages.
