Marino Salas, provincial election supervisor, said Mariano Pajarillo, a candidate for barangay councilor in Barangay Sto. Domingo in Tayug town, died at 4 a.m.
Salas said Pajarillo was immediately replaced with his wife, Belinda, as a candidate, through the process of substitution under the election code.
Salas said Comelec Minute Resolution 13-1164, provides the guidelines for substitution in cases of a candidate’s death, disqualification and permanent incapacity.
But substitution, he said, would be prohibited in cases of withdrawal of certificates of candidacies.
