MANILA, Philippines—A Manila councilor is calling on private colleges to support poor but deserving graduates of the city’s public high schools by giving them scholarships.

“Manila has so many bright and dedicated students who are deserving yet due to poverty, can hardly afford quality higher education,” said DJ Bagatsing, councilor of the city’s fourth district, in his draft resolution.

Bagatsing noted that tuition in private schools have become too “taxing,” even for those in the middle class.

He urged private schools to give full scholarships to at least five poor but deserving high school graduates of the city.

Bagatsing said that it was the “social responsibility of these universities, colleges and learning institutions to breathe life” into the Constitutional right to education.
