Identification of projects by Congress seen as unconstitutional

MANILA, Philippines—Congress is doing the work of the President when it is allowed to identify government projects, Associate Justice Estela Perlas-Bernabe said.

During Tuesday’s oral argument, such act of Congress in identifying projects where the Priority Development Assistance Fund (PDAF) can be used was supposed to be the duty of the President.

In addition, the high court justice said such task can be considered unconstitutional because it is a post enactment.
