Village chief, brod nabbed for drunkeness; resist arrest

Two brothers, who are both barangay officials, were arrested for drunkenness in a checkpoint in barangay Jagobiao, Mandaue City at dawn last Saturday.

Benigno Tibon Jr., 45, and Benfil Tibon, 43, were also accused of resisting arrest.

Benigno is a barangay captain in Cantuba in Buenavista town, Bohol province while Benfil is a barangay councilor in Consolacion town, northern Cebu.

Police said charges for drunkeness and resistance/disobedience to agents in authority will be filed against the two brothers on Wednesday.

According to the investigation, members of the City Intelligence Branch (CIB) conducting a checkpoint around 2 a.m. last Saturday saw a motorcycle driven by  Benfil running in a zigzag motion.

Insp. Alexander Nuñez, deputy chief of City Intelligence Branch (CIB), said they flagged down the motorcycle but Benfil didn’t stop.

The motorcycle with plate number 7MC-3240 crashed a few meters from the checkpoint.

Police apprehended the two brothers who were not wearing helmets.

Police asked Benfil to present his driver’s license but the two men instead showed them their identification cards indicating that they were barangay officials.

The two brothers allegedly got irked when police cited them for not wearing helmets. The two men allegedly threatened that they have some friends who are police and government officials in Mandaue City.

Nuñez said the two brothers tested positive for alcohol use at the Mandaue District Hospital.

At the hospital, Benigno was reportedly heard telling Nuñez: “Kanang baroga nindot kaayo nang pagkabarug. Naa ba kaha nay kwarta ug abogado? Mga talawan (You have a good form. But do you have money or a lawyer? You are a coward.”

Nuñez said they were slighted by the actions of the two brothers who questioned the arrest even if the policemen were just doing their job.
