BAGUIO CITY—The Department of Justice (DOJ) has cleared the directors and junior officials of the Camp John Hay developer of malversation charges, which the Bases Conversion and Development Authority (BCDA) filed against them this year, according to a report reaching the Inquirer.
A DOJ resolution, dated April 1, found there was insufficient evidence to pursue the charges against 12 Camp John Hay Development Corp. (CJHDevco) officials.
Among these officials were former Justice Secretary Silvestre Bello III and former Solicitor General Raul Goco, both directors of the CJHDevco board.
Along with CJHDevco Chair Robert John Sobrepeña, they were charged with malversation for allegedly delaying the remittance of revenues earned by 26 Camp John Hay hotel rooms now owned by BCDA.
Aside from Bello and Goco, the other CJHDevco officials cleared were lawyer Manuel Ubarra Jr., vice president for litigation; Gulshan Bedi, senior vice president for marketing; Enrique Sobrepeña Jr., William Russel Sobrepeña, Rafael Perez de Tagle Jr., Noel Cariño, Bobby Cafe and Dennis Ignacio, all directors; Heinrich Maulbecker, The Manor general manager; and Ramon Cabrera, John Hay Suites (renamed Forest Lodge) manager.
