ALL department heads and employees will be available to attend the sessions of the Provincial Board (PB) if they so require.
Cebu Gov. Hilario Davide III gave this assurance, saying the department heads don’t have to seek his approval to attend PB sessions.
“Why not if it concerns the budget, accounting or services. We are for transparency,” he said.
Davide said he will tell the department heads to directly appear before the caucuses or sessions if needed.
“If there are others here who are reluctant because there is no clearance, I’ll tell them next time in our meeting that there is no need for that,” he said.
The resolution co-sponsored by Vice Gov. Agnes Magpale and PB member Grecilda Sanchez-Zaballero also asked Davide to let the officials submit any pertinent documents needed in aid of legislation.
According to the resolution, the principle of check and balance must be seriously upheld if the provincial government is serious about adhering to President Aquino’s pledge for transparency and accountability.
The PB said contracts on purchases of properties and supply of goods and services in the previous Garcia administration “were rendered dubious and questionable owing to the disregard of rules and regulations.” Correspondent Peter L. Romanillos
