MANILA, Philippines – Heavy rains brought by typhoon “Labuyo” caused power outages in Aurora province and Baguio City on Monday morning, a Radyo Inquirer 990AM report said.

At 2:20 am, Aurora experienced a province-wide blackout after strong rains pummeled the province and toppled power lines.

The report said the National Grid Corporation of the Philippines (NGCP) has been working to resolve the problem.
