BIR, LRA sign tax, land titling agreement

MANILA, Philippines—The Land Registration Authority (LRA) and the Bureau of Internal Revenue (BIR) have signed an agreement to link their systems, which is seen to improve real property registration and tax collection in the country.

The agreement will allow for inter-agency collaboration under which the BIR will be able to send the LRA an electronic copy of the Certificate Authorizing Registration (CAR) issued to a person seeking to transfer ownership of a piece of real property.

The CAR is issued after the buyer has paid the appropriate taxes. The LRA, before issuing a title, will scan the CAR copy using the barcode readers installed in its Registries to see if the data stored in the CAR matches with the data sent by the BIR.—Amy R. Remo
