2 recaptured Chinese drug convicts turned over to BuCor

MANILA, Philippines—The Criminal Investigation and Detection Group turned over Monday to the Department of Justice-Bureau of Corrections two Chinese drug convicts who were recently recaptured in San Juan City.

The fugitives were spouses Li Lan Yan a.k.a Jackson Dy/Henry Reyes and Wang Li Na. The two, along with Li Tian Hua, have been convicted earlier for drug trafficking.

The spouses were recaptured at a house they were renting on Infanta Street in Infanta Subdivision, P. Guevarra in San Juan City, last Saturday by a CIDG team that was backed by units of the PNP Intelligence Group (IG) and the Intelligence Service of the Armed Forces of the Philippines (Isafp).

They were allegedly ‘’snatched’’ by the Ozamiz Group last February 20 while being escorted by Cavite City provincial jail guards to a court in Trece Martires town.

Also turned over to the DOJ-BuCor were convicted serial bank robber Ricky “Kambal” Cadavero, 36, and his trusted lieutenant, Wilfredo “Kulot” Panogalinga Jr.

Cadavero is involved in several robberies of money changers and banks in Metro Manila, of which included the heist at Alabang Town Center in Muntinlupa last 2011.

Panogalinga, on the other hand, is said to be a key suspect in the shooting of American Robert Armstrong during a robbery at a 7/11 convenience store in Malate, Manila last September 2012.

Cadavero and Panogalinga were arrested on Friday, July 12 in  San Agustin 2 village, Dasmariñas, Cavite by operatives of the Regional Special Operations Group of PRO4A led by Superintendent Danilo Mendoza, and Cavite PPO under Senior Superintendent Alexander Rafael.

Other members of the Ozamiz Group arrested in separate operations in Cavite and Batangas were:

“Continuing operations are underway particularly to re-capture the third Chinese fugitive, Li Tian Hua, and other affiliates of the Ozamiz Group,” Interior Secretary Manuel Roxas II said.

He said investigations will look into why these convicted “high-risk” drug traffickers remained at a provincial jail, instead of being locked up at the  New Bilibid Prison.
