Japanese, woman nabbed for making out in the shore

A Japanese man and a 31-year-old woman were arrested after they were allegedly caught having intercourse in the shoreline of barangay Bakhawan, Daanbantayan town, northern Cebu Tuesday afternoon.

Police identified the two as Keigo Netso, 31, and Arlene Diesto, a bar worker in Lapu-Lapu City.

Barangay tanod Jobery Mendoza sought the help of the police after receiving a report that there were children watching a couple performing lewd acts in public.

According to a 12-year-old boy, the couple were aware that there were children watching them while making out, said PO3 Alfredo Mandal, investigator of the Daanbantayan police.

“Murag ilang gipatan-aw ang mga bata kay mangatawa ra man daw sila,” (It seemed like they were purposely letting the children watch what they were doing because they were laughing), Mandal said.

The two were under the influence of liquor during the incident, said Mandal.

Charges for violation of Article 201 of the Revised Penal Code, Immoral doctrines, obscene publications and exhibitions and indecent shows will be filed against Diesto and Netso, police said.

Outgoing Daanbantayan Mayor Ma. Luisa Loot said “it was the first time that such an incident happened in her 18 years as mayor”.

Loot suspected that the arrested persons were under the influence of drugs “because no one in their right mind would do that in public.”

“I was really shocked by what happened. It is really frustrating especially nga karon pa ni nahitabo kung kanus-a muhawa nako (that this has to happen when I am due to vacate my seat as mayor),” she lamented.

Cebu Vice Gov. Agnes Magpale said that she will ask the Provincial Council for the Welfare of Women and Children (PCWC) to help in the filing of the case.

“It is damaging to the morals of the children,” Magpale said.

Magpale said authorities constantly reprimand people showing a lot of skin while sunbathing.
