MANILA, Philippines — A scavenger stumbled onto the body of a man, believed to be a victim of summary execution, while she was sifting through a garbage pile in Quezon City.

Christine Quilara was looking through the contents of garbage bags heaped on the Aurora Boulevard Bridge in Barangay (village) Immaculate Concepcion, Cubao when she saw the slain man’s head wrapped in packaging tape jutting out from one of the bags.

Police Officer 2 Romeo Niño, of the Quezon City Police District Criminal Investigation and Detection Unit (QCPD-CIDU), described the body to be that of a man between 25 and 30 years old, five-foot-six inches tall, fair-skinned, with cropped hair and a moustache. The man also sported a tattooed bar on his left middle finger.
