Going out shirtless gives wanted felon away

MANILA, Philippines—Manila’s 9th most wanted felon gave himself away by disregarding a local ordinance and hanging out on a street corner without a shirt.

Senior Inspector Renato Solis, head of the Manila Police District’s Special Projects Unit, said his operatives  arrested Rolando Masangkay, a resident of San Antonio Street in Tondo, when they saw him standing half naked on the corner of Del Pan and Zaragoa Streets in Tondo around 4:30 p.m. last Thursday.

He was booked for violation of Section 819 of the revised “Anti-Half Naked Ordinance,” a misdemeanor, and taken to the police station for an identity check.

There, it turned out that Masangkay was the object of an arrest warrant issued by Judge Emma Young of the Manila Regional Trial Court’s Branch 36 on three counts of sexual abuse, Solis said. The charges had been filed against him by an 18-year-old girl whom he had allegedly raped at knife-point several times last year, Solis said.

Masangkay is now detained at the MPD Integrated Jail pending presentation before the judge prior to  commitment to the Manila City Jail.
