MANILA, Philippines – There is no failure of elections, Commission on Elections (Comelec) Chairman Sixto Brillantes said Monday, amid reports of stalled voting in parts of the country due to defective print count optical scans (PCOS) machines, missing lists, and power outages.
At a press briefing, Brillantes cited Compostela Valley and Baguio City in Benguet where the Board of Elections Inspectors (BEI) declared failure of elections after the ballots for two of their precincts were switched although this did not mean that there was a failure of elections.
But Brillantes said they still have to determine if special elections would be conducted in the affected areas, especially if the results would be adversely affected. Otherwise, he added, this would be a “waste of money”.
