AWARDING of the P17.5 billion Mactan Cebu International Airport expansion project to a qualified bidder will be expected in the last quarter of the year.
MCIA general manager Nigel Paul Villarete gave this estimate in a text message yesterday to Cebu Daily News after yesterday’s deadline for the submission of qualification documents for the Mactan airport project.
Villarete said design and construction of the project was also expected to start next year.
“New or additional companies may submit their PQ (prequalification) documents although I doubt if there are surprise bidders for this kind of project. There might be new names but they will be in consortium with any of the known ones (12) listed who already bought the bid documents,” he said.
After the submission of the pre-qualification documents, Villarete said that the committee will proceed with reviewing the documents to determine which companies will qualify for the bidding proper.
“After the submission of the PQ (pre-qualification) docs on Monday, the evaluation will follow as prescribed and then the results will be made known as to who qualified and who didn’t. Then we can proceed with the RFP or actual bidding stare. We are looking at a scenario of awarding the project in the last quarter of the year, in accordance with the steps and schedules set by law. The design and construction of the new terminal will start next year,” he said.

As of last week, consortiums who have already purchased the bidding documents include Metro Pacific Investments Corporation of Manuel V. Pangilinan which is in partnership with JG Summit Holdings, Inc of the Gokongwei family.
Ayala Corporation and Aboitiz Equity Ventures Inc’s partnership, Megawide Construction Corp in partnership with Indian company GMR Infrastructure Ltd., as well as San Miguel Corp in partnership with Lucio Tan’s group.
The Lopez-owned First Philippine Holdings Corp, Filinvest Development Corp of the Gotianun family and Premier Airport Group of the Henry Sy’s SM Group. /Reporter Aileen Garcia-Yap
