Cop who was caught on camera torturing suspect falls

MANILA, Philippines—Police Senior Inspector Joselito Binayug, the police official who was caught on camera torturing a suspect inside a police station in Manila, has been arrested after being spotted while renewing his driver’s license.

Chief Superintendent Generoso Cerbo Jr., Philippine National Police spokesman, said Binayug was arrested at the Land Transportation Office in Tayuman, Tondo, Manila around 11 a.m.

Binayug, at that time the precinct commander of the Asuncion Police Community Precinct, was caught on video inflicting injuries on suspected thief Darius Evangelista.

The controversial video aired over a TV network on August 17, 2010 showed a cop pulling a string attached to the genital organ of the naked victim.

The man can be heard screaming as the cop pulled the string.

Previous reports had it that Evangelista was never seen again.

Binayug, who was included among Metro Manila’s Most Wanted Persons, is facing violation of Republic Act 9745, or the Anti-Torture Act.

A radio report said six other policemen were tagged in the case, including Binayug’s brother, Police Officer 1 Nonito Binayug.

However, only two – Police Officer 1 Rex Binayug (Joselito and Nonito’s cousin), and Senior Police Officer 1 Rodolfo Ong – have been arrested so far.
