MANILA, Philippines—The Court of Appeals dismissed the appeal filed by the Philippine Charity Sweepstakes Office (PCSO) to lift the injunction order that bars them from awarding any new wireless lotto betting contracts.
In its ruling, the appeals court third division affirmed the decision of the Quezon City Regional Trial Court which states that state-owned PCSO failed to substantiate claims that technology firm DFNN was at fault which prompted them to cancel the contract with the system provider.
The court also ruled that the cancellation of the contract was without cause and PCSO’s act of negotiating with third parties on the implementation of the project violates DFNN’s rights.
The case stemmed from PCSO’s cancellation of DFNN’s equipment lease agreement in 2003.
