A proposed resolution to specify the job description and designation of all employees in the provincial Capitol especially those who occupying non-plantilla positions will be filed before the Cebu Provincial Board next week.
Provincial Board Member Arleigh Sitoy said he will submit the proposed resolution to clear issues concerning non-plantilla employees.
Sitoy cited as example the Sugbu TV employees whose positions are not in the Capitol’s regular plantilla.
He said they were just being appointed to whatever available job item to accommodate them under the Office of the Governor.
Sitoy said there are Sugbu TV staffers who got appointed as laborer, security agent, and private secretary, but their actual work involves mass communications.
Sitoy said such move is against Civil Service rules because their appointments and actual work do not match.

“It just happened that we’re still waiting for the ordinance to strengthen the designation of a government worker. But that was just the decision of the chief executive because it was common practice to hire casual or co-terminus workers for the office,” Sitoy said in Cebuano.
Sitoy said the provincial board will hold a caucus before the regular session tomorrow to discuss several issues including that of when to start operations for Sugbu TV.
Sitoy said the provincial board will also tackle in the session the issue the satellite uplink used by the Sugbu TV for their broadcast since the channel would be aired over SkyCable.
They will also decide on whether to cancel the satellite link broadcast because of its cost./Correspondent Renan Alangilan
