/ 04:18 PM December 03, 2012

SURIGAO CITY, Philippines–The Department of Trade and Industry observed a “rush buying” in stores here on Monday.

Celestino Negapatan, DTI provincial director, said items being bought were flashlights, bottled water and groceries.

Negapatan said the declaration of Signal Number 3 has created an “abnormal buying behavior.”

The Provincial Disaster Risk Reduction and Management Council of Surigao del Norte has pass a resolution declaring forced evacuation for residents living in identified “high risk” areas all over the province.
