American rape suspect transferred to Talisay jail

THE 66-year old American man charged with rape was transferred to the Talisay City jail in barangay Maghaway about two days after being detained at the Talisay City police headquarters.

His transfer was made possible through a commitment order issued by Regional Trial Court Judge Silvestre Maamo of Branch 7 at past 3 p.m last Tuesday.

Dunn was also issued a medical certificate stating that he suffered hypertension.

“It’s also our protocol to inform the US embassy about Dunn’s condition,” Chief Insp. Renante Rubio, Talisay City Jail warden, said.

He said a certain Atty. Estenzo of the US embassy in Cebu called them after Dunn’s arrival at their jail at 4 p.m.

“He said he will tentatively arrive on Monday,” Rubio said.

The Talisay City jail warden described the American as having a “behavior problem.” “Mohilak, mokatawa (he would cry, he would laugh),” he said.

Talisay City Prosecutor Hyacinth Jadraque, who’s in charge of the inquest proceeding, earlier advised Dunn to secure assistance from the Public Attorney’s Office since “they can’t wait for a lawyer from the US embassy.”

Dunn earlier refused to sign the waiver during the inquest proceeding last Monday afternoon at the Talisay City Prosecutor’s Office, saying he wanted to wait for a lawyer to be given by the US Embassy in Manila.

Dunn stands accused of raping and detaining a 21-year-old woman from Liloan town in a resort he stayed in at sitio Cainta, barangay Pooc, Talisay City from Nov. 15 to Nov. 18.

The woman managed to report her ordeal to Pooc barangay captain Doroteo Emit after he confronted Dunn when he and the woman used the resort’s pool. Emit owned the resort in sitio Cainta.

Emit said he plans to file slander charges against Dunn on the grounds of “harassing the authority and showing disobedience” today at the Talisay City Prosecutor’s Office.

“As a landlord, I have the authority to open the room but I will wait for the order to have it open to be witnessed by police and the media,” he said, adding that he is open to a request from the US embassy to have it opened.
