MANILA, Philippines—Justice Secretary Leila De Lima ordered former New Bilibid Prisons Chief Superintendent Ramon Reyes to explain why he should not be administratively charged for the grenade blast inside the prison compound last Friday.
In a 2-page memorandum, De Lima gave the sacked prison chief 72 hours to explain in writing why he should not be charged with grave neglect of duties and conduct prejudicial to the service.
At the same time, Reyes was asked to explain why during his surprise raid inside the Maximum Security Compound, they only confiscated cheap phones and few bladed weapons which is a stark contrast to the items seized by the National Bureau of Investigation during its surprise raid of the same area.
“I am dismayed and angry at the state of affairs in the maximum security compound. How could the raiders during the first raid (Nov. 16 led by Reyes) not see those contrabands,” De Lima said in a statement.
“Judging from the sharp contrast in yield of prohibited items in two surprise raids which are only a few days apart, one can only suspect of a systematic culture of corruption pervading in the compound,” she said.
