Comelec to bid out P4.4-M contract for voters lists

MANILA, Philippines—The Commission on Elections is bidding out a P4.4-million project to print six million pages of Election Day Computerized Voters Lists (EDCVL) for the 2013 elections.

The Comelec is inviting bidders who can provide the printers to churn out the list of an estimated 52.5 million registered voters for the coming midterm balloting.

The Comelec wants bids on a “per printed page basis which shall not exceed seventy three centavos per page inclusive of supplies, consumables, maintenance and other printing costs, except for paper materials which shall be provided by Comelec.”

“Bids received in excess of the approved budget for the contract per page shall be automatically rejected at the bid opening,” it added.

The Comelec said the printing of the voters lists should be done “within a period of 60 days” at its Information Technology Department (ITD).

“The winning bidder shall deliver the printers to the ITD of the Comelec for installation and testing within ten calendar days from receipt of the Notice to Proceed but not later than January 15, 2013,” the Comelec said.

Printing of EDCVL will start on Jan. 22, 2013, it added.

The Comelec is looking for bidders that have undertaken within three years before the date of submission and receipt of bids, a “contract similar to the Project.”

Interested bidders may obtain more information from the Comelec and inspect the Bidding Documents at the Comelec Administrative Services Department from 8 a.m. to 5 p.m, Mondays to Fridays, except holidays.

The Comelec said it would hold a pre-bid conference on November 19 at 10 a.m.

Bids must be delivered to the BAC Secretariat on or before 10 a.m. on December 3.

Submitted bids will be opened that same day at the Comelec session hall, the Comelec said.

“The Comelec reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders,” it added.
