The quasi-judicial body National Labor Relations Commission, with main offices in Quezon City, was created by Presidential Decree No. 442, which took effect on Nov. 1, 1974. Attached to the Department of Labor and Employment, the commission was tasked with resolving labor and management cases through the process of compulsory arbitration and dispute resolution.—Schatzi Quodala, Inquirer Research
