MANILA, Philippines—The Commission on Elections (Comelec) has invited bidders to bid for the P291-million official ballot packaging project.
Helen Aguila-Flores, chairperson of the Comelec Special Bids and Awards Committee, said interested bidders should have completed, within seven years prior to their submission bids, a contract similar to the project, which will cost P291,580,444.82.
“Bidding will be conducted through open competitive bidding procedures using a non-discretionary pass/fail criterion as specified in the Implementing Rules and Regulations of … the Government Procurement Reform Act,” Flores said.
She said the Comelec will hold a pre-bid conference on November 9 at 2 p.m. at the Project Management Office of the Comelec in Intramuos, Manila.
“Submission of bids shall be on November 21, on or before 9 a.m. at the SBAC Secretariat Office,” Flores said, adding that the opening of bids shall be on the same day, at 10 a.m., at the Bureau of the Treasury Convention Hall, third floor, Palacio del Gobernador Building.
“Bids will be opened in the presence of the bidders’ representatives who choose to attend at the said venue for the opening of bids. All bids must be accompanied by a bid security in any of the acceptable forms…. Late bids shall not be accepted,” Flores said.
“The Comelec reserves the right to accept or reject any bid, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders,” she added.
