A COMPREHENSIVE plan to structure the Capitol’s media arm was sought by the Provincial Board (PB) to help define and expand its role from its designation as the ruling administration’s propaganda tool.
This plan was included in a proposed ordinance entitled “Enhancing the functions of the Provincial Information Office with institutionalization of Sugbu TV, Sugbu News and other forms of media.”
During the session, PB Member Rimobapil Holganza reiterated the need for a comprehensive plan for the Capitol’s media arm including its organizational structure and enhancements on its capacity to broadcast news on the province.
PB Wilfredo Caminero said the PIO “should be handled by an officer that will have a contemporary/ coterminous term with that of the governor” in order to avoid any squabbles with succeeding administrations.
Caminero also said this plan can also be used by other local government units (LGUs) of the province.”
The ordinance’s proponent, PB Member Arleigh Sitoy said Sugbo TV and News and other media run by the Capitol should not only be used as “propaganda” but rather promote the developmental aspects of Cebu province.
The measure, now on its second reading, was deferred until Sitoy would submit the amendments.
Sugbo TV was officially launched in 2008 while Sugbo News is the official news publication of the Cebu provincial government.
Recently, Sugbo TV, led by Cebu Gov. Gwendolyn Garcia signed an agreement with cable operators around the country to carry some of its programs. Correspondent Carmel Loise Matus
