MANILA, Philippines—The Civil Service Commission has put off changing the older version of the statement of assets, liabilities and net worth (SALN) to a more detailed version.
Camarines Sur Representative Rolando Andaya Jr., vice chairman of the House committee on appropriations, told lawmakers during the plenary deliberations on the proposed budget for 2013 on Tuesday that the CSC had suspended the implementation of the new version of the SALN. The move, he explained, meant that changing the SALN form has been repealed.
The SALN is a document required of government officials, which was highlighted in the impeachment case of ousted chief justice Renato Corona. A new, more detailed, form for the SALN recently drew criticisms from lawmakers, prompting the CSC to put off its implementation.
Cagayan de Oro Representative Rufus Rodriguez told the CSC during the budget hearing that it would be unfair for lawmakers to include personal and family income in their SALN when these were not part of those being required by the Code of Conduct and the Constitution.
