Among the 10 least poor cities and districts in the country in 2009, nine were from the National Capital Region, according to recent data from the National Statistical Coordination Board. The least poor city or district from that year was Binondo, Manila, where only one  out of 100 individuals was poor. Among the other least poor areas in the country were Sampaloc, San Miguel, Ermita, Sta. Cruz and Malate, all in Manila;  Makati City, Pasay City and San Juan. Schatzi Quodala, Inquirer Research
