MANILA, Philippines—The traffic enforcer who was attacked by a Philip Morris executive has been recommended for promotion after he “exhibited the right behaviors” even under duress.
Lawyer Yves Gonzalez, director of the Metropolitan Manila Development Authority Traffic Discipline Office, said Saturnino Fabros has been recommended to be promoted from traffic constable 1 to traffic constable 2.
“He exhibited the right behaviors. He did not fight back and he just kept his cool. He didn’t even utter foul words against the person. That’s what we expect from all our traffic enforcers,” Gonzalez.
