The late National Artist for Architecture Leandro V. Locsin was born on Aug. 15, 1928. The first chair of the National Commission for Culture and the Arts, he produced around 75 residences and 88 buildings. His most famous works include the Cultural Center of the Philippines, Manila Hotel and Folk Arts Theater. He died on Nov. 15, 1994. Schatzi Quodala, Inquirer Research
