House opens period of amendments on RH bill

MANILA, Philippines — Opening the period of amendments on the controversial Reproductive Health Bill was not easy as lawmakers found out Tuesday evening.

Even a viva voce vote, which entails lawmakers to either give a resounding “aye” for a vote of yes or “nay” for a vote of no, did not solve the nagging issues at the start of discussions on House Bill 4244.

But the Palawan lawmaker insisted that members of the House vote so that he or she may have his say.
