Each of the Capitol’s 1,500 employees will receive a P15,000 cash bonus from the Cebu provincial government, Gov. Gwendolyn announced yesterday during the celebration of the 443rd founding anniversary of Cebu province.
Garcia described this was a “first” since 2009 when the Capitol set performance-based criteria for cash incentives to employees.
In a speech during the afternoon program, Garcia said the P15,000 could not go higher due to a new memorandum of the Department of Budget and Management which lowered savings for local government units (LGUs).
But Garcia assured that P23.6 million was set aside for these bonuses in the Capitol’s supplemental budget. The P15,000 will be given across the board.
Each employee will receive P10,000 more if he or she rated “satisfactory” in the annual performance evaluation of their offices.
Those who rated “very satisfactory” will receive P15,000.
“I asked the performance evaluating team to clearly compute… because I really want the true picture to come out,” she said.
A performance evaluation team went over the ratings of each employee based on criteria of 50 percent quantity and 50 percent quality of output.
Points are deducted if employees report late to work and use pass slips to leave the office for personal concerns during work hours.
Departments were also rated based on attendance of their employees, their compliance with uniform requirements and the number of hours spent working.
The team is composed of mostly Capitol consultants. Results are being recomputed and verified by the Provincial Accountant office.
Budget Office Eme Gingoyon told reporters that he would submit the P23.6 million allocation to the Provincial Board (PB) this week.
Once approved, the bonus will be released.
The Capitol bonus was one of the highlights of yesterday’s anniversary celebration.
Capitol employees performed different dance numbers as program entries for “Kapitolyo mosayaw usab diay ka?”.
Of the six clusters who competed, the top performers were the executives followed by the legislators and the builders. They also received cash prizes.
Naga City also won as the Best Booth in the Agri-Fair.
This year’s founding anniversary theme is “Kasaulogan sa Talagsaong Kalamposan.”
Governor Garcia said Cebu province has achieved success due to the unity of its people.
“We achieved this great success because we are united in thought, in spirit and in effort,” she said.
A Mass was officiated by Msgr. Boy Alesna and was attended by Vice Gov. Agnes Magpale and the Provincial Board.
Only PB Members Jude Sybico, Joven Mondigo, Julian Daan, Peter John Calderon, Wilfredo Caminero, Thadeo Ouano and Sun Shimura remained for the program in the afternoon.
Also present were former PB Member Victor Maambong, Alegria Mayor Milette Guisadio and Santander Mayor Marilyn Wenceslao. /Carmel Loise Matus, Correspondent
