MANILA, Philippines –  It is not about being an outsider or insider but it is about the skills of the person, who gets appointed to the  top Supreme Court post, Securities and Exchange Commission Chairperson Teresita Herbosa said on Friday.

“It doesn’t matter if the person is an outsider or insider as long as the person is equipped with skills,” Herbasa told members of the Judicial and Bar Council.

Earlier, President Aquino hinted on appointing an outsider as Chief Justice after the impeachment of Renato Corona. But Acting Chief Justice Antonio Carpio said during his interview Thursday that appointing an outsider would demoralize the other high court justices.

Herbosa is the first candidate for the top judicial post to be interviewed by the JBC on the last day of scheduled public interview.

She said it is not also about whether the appointed is a man or a woman.

If appointed, Herbosa said, she will run the judiciary “no different from any man.”

“Everything should be based on the merits, the court should implement more reforms in reducing the delay and unclogging court dockets,” she added.
