MANILA, Philippines – Secretary Edwin Lacierda should start acting as spokesman of President Benigno Aquino III and not as a spokesman of Liberal Party, Lawyer JV Bautista of the United Nationalist Alliance tells Radyo Inquirer 990AM Friday.
