Napolcom backs EJK Truth Commission; open to recommendations

MANILA, Philippines – The National Police Commission (Napolcom) supports the newly formed “EJK Truth Commission,” saying efforts to investigate extrajudicial killings are crucial for accountability, stronger institutions, and justice for victims’ families.

The independent truth commission, supported by Church and civil society leaders, was officially launched on May 27 to investigate and document killings and other alleged abuses associated with then – President Rodrigo Duterte’s anti-drug campaign.

The nongovernment body was also described as an “opportunity for a catharsis” and for institutional healing.In a statement on Tuesday, Napolcom Commissioner Rafael Vicente Calinisan said they support the “quest for truth,” adding that the initiative plays a vital role in rebuilding public trust, especially among victims’ kin still seeking answers.

“Uncovering the truth is not a threat to our institutions, it is what makes them stronger,” he added.He noted that recognizing mistakes and drawing lessons from them are crucial to achieving meaningful reforms.He likewise said that upholding accountability and protecting human rights help maintain the credibility of law enforcement agencies and strengthen trust in the justice system.

Napolcom said it is prepared to review and consider recommendations that the truth commission may submit, consistent with its mandate.

Earlier, the truth commission said it will develop evidence-based recommendations and referral packages for relevant agencies including Napolcom, the Commission on Human Rights, the Department of Justice, and the National Bureau of Investigation.

In addition,it is set to release findings and recommendations every six months to government bodies such as Napolcom, Congress, and the Office of the President.

The truth-seeking body is headed by former International Criminal Court judge Raul Pangalangan and is advised by Cardinal Pablo David.

Its members include forensic pathologist Dr. Raquel Barros del Rosario-Fortun, peace and conflict practitioner Dr. Al Fuertes, theologian Fr. Daniel Franklin Pilario, and human rights researcher Carlos Conde.

The Philippine National Police also backed the initiative and assured the public that they will cooperate with the truth commission in accordance with legal protocols. /gsg
