Rape suspect nabbed in Iligan while getting NBI clearance

MANILA, Philippines — A man wanted for rape for 15 years was nabbed in Iligan City after personally appearing at the bureau’s office to apply for a National Bureau of Investigation (NBI) clearance, the bureau said.
According to the NBI, the accused, identified as Ricardo Mabulay y Frias, went to the NBI-lligan District Office on May 14 for the NBI clearance application.

As the NBI personnel conducted standard quality control, verification, and evaluation procedures of the individuals’ application records, “an attached derogatory record for the crime of Rape with an ‘ACTION TAKEN: WANTED’ remark was discovered.”
“Further verification disclosed that the derogatory record reflected the same name, criminal case number, offense charged, court of origin, and address appearing in the Warrant of Arrest issued by the Regional Trial Court, Branch 80,” the NBI said in a statement.
The NBI said the accused admitted to having committed a criminal case before but asserted that he believed it was already settled.
After verification of the case, the NBI served and implemented the warrant against the accused, who is now under the NBI-lligan District Office pending commitment proceedings and further orders from the issuing court. /mr
