Quezon 4Ps beneficiaries to be integrated into PhilSys, CBMS

LUCENA CITY, Quezon — Beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps) in Quezon province will be integrated into the Philippine Identification System (PhilSys) and the Community-Based Monitoring System (CBMS) to improve the efficiency and speed of government aid delivery.
The move was agreed upon by the Department of Social Welfare and Development (DSWD) Region IV-A and the Philippine Statistics Authority (PSA) during a meeting last April 22.
“The DSWD and the PSA agreed to integrate CBMS validation and national ID registration in activities involving 4Ps beneficiaries, particularly in the ongoing validation and registration of new beneficiaries across the province this April,” the DSWD Region IV-A said in a report Friday.
The 4Ps is the government’s flagship anti-poverty program providing cash assistance to low-income families. It was introduced during the Arroyo administration, expanded under the Aquino administration, and institutionalized in 2019 through Republic Act No. 11310.
In Quezon, about 65,000 households are currently enrolled in the program, according to the DSWD.
Geraldine Permejo, the 4Ps provincial link for DSWD Field Office IV-A, said that ensuring all beneficiaries are included in the CBMS database and registered under PhilSys is important.
She said the integration will allow beneficiaries to access government services more easily, particularly those that directly address their needs and help improve their living conditions.
The DSWD said that in the ongoing registration of potential 4Ps beneficiaries, social workers are using CBMS data as the basis for enrollment, while PhilSys registration is required before inclusion in the program.
The CBMS is a system that collects, processes, and validates data for a more comprehensive poverty analysis. It replaced the DSWD’s previous poverty database, “Listahanan” in 2024 and now serves as the official basis for identifying eligible families. /gsg
