VP Sara Duterte slapped with another impeachment complaint
MANILA, Philippines — A coalition of civil society leaders filed an impeachment complaint against Vice President Sara Duterte with the Office of the House Secretary General on Monday. It was the second petition submitted that day.
It cites alleged misuse of confidential funds and Duterte’s purported tolerance of extrajudicial killings.
Led by Tindig Pilipinas convenor Kiko Aquino Dee and religious leaders, the coalition lodged the complaint with the support of Akbayan Partylist Rep. Perci Cendaña and ML Partylist Rep. Leila de Lima. The move followed an earlier petition by progressive groups endorsed by the House Makabayan bloc.
The complaint lists five articles of impeachment, accusing Duterte of constitutional violations, graft and corruption, bribery, betrayal of public trust, and other high crimes, including the misuse of billions in confidential and intelligence funds, abuse of power, and tolerance of extrajudicial killings.

The new complaint followed the Supreme Court’s final denial of the House of Representatives’ appeal to overturn its July 25, 2025, ruling, which declared the Articles of Impeachment against Duterte unconstitutional.
In the coalition’s complaint, Duterte faces five articles of impeachment, accusing her of constitutional violations, graft and corruption, bribery, betrayal of public trust, and other high crimes.
The complaint alleges that the vice president misused billions of pesos in confidential and intelligence funds, engaged in bribery and accumulated unexplained wealth, displayed gross incompetence and abuse of power, and tolerated extrajudicial killings while participating in efforts to destabilize the government.
On February 5 last year, Duterte was impeached after 215 members of the lower chamber from the 19th Congress filed and signed a fourth complaint.
The complaint was based on similar allegations, including the misuse of confidential funds in her offices, threats against ranking officials, and other potential violations of the Constitution. /mcm
