Four in flood control scam return P316M, join witness program

Four known figures in the flood control scam are now covered by the Witness Protection Program (WPP), Justice Secretary Fredderick Vida said on Thursday, as the four have already turned over a total of P316.3 million and pieces of evidence to aid the investigation.

MANILA, Philippines — Four known figures in the flood control scam are now covered by the Witness Protection Program (WPP), Justice Secretary Fredderick Vida said on Thursday, as the four have already turned over a total of P316.3 million and pieces of evidence to aid the investigation.

The four include former Department of Public Works and Highways (DPWH) official Roberto Bernardo; DPWH National Capital Region (NCR) engineer Gerard Opulencia; former DPWH engineer Henry Alcantara; and contractor Sally Santos.

“Currently, we have four state witnesses. They are cooperating with the DOJ to strengthen the case,” Vida said in a mix of Filipino and English.

The money has been turned over to the Bureau of the Treasury. /jpv
