Gwen okay with prisoner vote; doubts campaigns inside jail

CEBU Gov. Gwendolyn Garcia is okay with detainees voting, but worries about election campaign inside jail facilities.

Garcia, the official jailer of the Cebu Provincial Detention and Rehabilitation Center (CPDRC), told reporters that she has to weigh things.

“Atoang timbang timbangon. For me being able to vote is only secondary. What is really important is to maintain discipline in the CPDRC,” she said.

“Atoang timbang timbangon kay lain-lain ra ba ni ug partido. Tingale ug mag-away ang duha ka partido. Magtinubagay na unya didto,” she added.

Around 1,200 inmates signed up in conducting the first satellite voters registration for detainees of the CPDRC.

This means they can vote in the 2013 elections even if they are not residents or original voters of Cebu City.

Detainees only indicated barangay Kalunasan, Cebu City, as their temporary address for least six months residency before the May 2013 elections.

A special polling precinct will be set up in CPDRC on May 13, 2013.

Meanwhile, Garcia supports the move of the Department of Interior and Local Government (DILG) to disclose all transactions in all jail facilities under the Bureau of Jail Management and Penology (BJMP).

Garcia said although CPDRC is not under BJMP, it has practiced the issuance of receipts of every donation to the jail facility.
