MANILA, Philippines — The three Caloocan police officers who arrested a man for theft and then charged him with illegal gambling, along with their superior, have been relieved.
In a statement on Tuesday, the Northern Police District (NPD) cited its commitment to “accountability and integrity.”

It also announced the commander of the Caloocan police substation 2 and “involved personnel were relieved from their duties effective Aug. 5, 2025.”
It did not identify the police officers who, according to the NPD, had surrendered their service firearms and were placed in the district’s Personnel Holding and Accounting Section.
On Tuesday, Jayson Dela Rosa filed before the National Police Commission an administrative complaint against the three police officers who arrested him on July 25. Dela Rosa said he was accused of stealing from a convenience store, but when it dropped the complaint against him, the police officers said they would charge him instead with illegal gambling.
Dela Rosa’s 20-year-old son died of leptospirosis after he had to wade through dirty floodwaters while looking for his father following his arrest. —Jason Sigales
