Dagupan City and the towns of Calasiao, Lingayen, Malasiqui, and Sta. Barbara declared a state of calamity on Tuesday, July 22, 2025, due to widespread flooding caused by the enhanced southwest monsoon, or “habagat.” INQUIRER FILES

CALASIAO, Pangasinan—Dagupan City and the towns of Calasiao, Lingayen, Malasiqui, and Sta. Barbara declared a state of calamity on Tuesday due to widespread flooding caused by the enhanced southwest monsoon, or “habagat.”

In Calasiao, 17 of 24 villages were heavily flooded, displacing around 18,000 residents. The local government reported damage to livelihoods, agriculture, and infrastructure.

Lingayen’s declaration will allow the release of funds for relief and evacuation efforts. In Sta. Barbara, the move aims to speed up recovery and provide emergency aid.

Malasiqui also reported flooding in 15 barangays, affecting 80 percent of its ricelands. Evacuations are ongoing, though roads remained passable.

In Dagupan City, all barangays, including the business district, are submerged. At least 441 families (1,279 individuals) are in evacuation centers. Key roads remain impassable due to floodwaters.

Through Resolution No. 074, Dagupan’s city council authorized the immediate use of emergency funds. The council also appealed for additional antibiotics and 46,000 food packs from the Department of Health and the Department of Social Welfare and Development./coa
