CEBU CITY – Classes are suspended in many parts of the Visayas on Thursday as Tropical Depression Crising slightly intensifies and dumps rain that causes floods since Wednesday.

The localities issued the class suspension order as a precautionary measure against potential floods and landslides that endanger school-goers.

In Cebu City, Mayor Nestor Archival made the announcement rather late, past 8 a.m., prompting many parents to air complaints. Some localities in the province made announcements as early as 6 a.m.

Based on a list by the Cebu provincial government, the following local governments suspended classes for Thursday, at all levels:

Daanbantayan, Santa Fe, Samboan, Medellin, Alcoy, Tabogon, Bogo City, Santander, San Remigio, Minglanilla, Malabuyoc, Mandaue City, Sogod, Tuburan, Tabuelan, Alcantara (but only in the afternoon), Dalaguete, Oslob, Ginatilan, and Badian.

In Moalboal, the suspension of classes covers only those from Kindergarten to Senior High School, starting at 11 a.m.

Cebu Gov. Pamela Baricuatro asked the public to remain vigilant and listen to announcements by the local governments.

Baricuatro said they are closely monitoring the situation to avoid casualties.

NEGROS OCCIDENTAL

The expected heavy rainfall brought by Crising and the southwest monsoon led to the cancellation of classes in 27 towns and cities in Negros Occidental province, including Bacolod City, and a province-wide suspension in Negros Oriental province.

While Negros Occidental is not directly in the path of Crising, the state weather bureau anticipates significant rainfall of up to 50-100 millimeters (mm) on Thursday, increasing to 100-200 mm on Friday, which is feared to trigger widespread flooding.

The following Negros Occidental local governments have announced class suspensions in both public and private schools at all levels for Thursday: Hinoba-an, Himamaylan City, Binalbagan, Isabela, La Castellana, Sipalay City, Hinigaran, Cauayan, Calatrava, Kabankalan City, Bago City, Pontevedra, Pulupandan, La Carlota City, Bacolod City, Ilog, Valladolid, Talisay City, EB Magallona, Silay City, Candoni, Don Salvador Benedicto, San Enrique, Victorias City, Moises Padilla, Manapla, and Murcia.

The class suspensions in Binalbagan, Sipalay, and Calatrava are until Friday, while those in Isabela and La Castellana will be in effect until lifted.

Hinoba-an Mayor Daph Reliquias said that strong rains were experienced in his town for most of Wednesday, prompting the class suspension until Thursday. He urged residents to take necessary precautions for their safety.

Moises Padilla town also reported rising river waters due to the heavy rainfall.

NEGROS ORIENTAL

In Negros Oriental, Gov. Manuel “Chaco” Sagarbarria issued Executive Order No. 10, Series of 2025, suspending classes at all levels in both public and private schools across the entire province, effective Wednesday, July 16, until lifted.

Sagarbarria said the decision was made due to ongoing heavy rains and flooding caused by the intensified southwest monsoon and Tropical Depression Crising, which have significantly affected various municipalities and cities in Negros Oriental.

The executive order prioritizes the safety and well-being of students, teachers, and school personnel by mitigating potential hazards posed by the inclement weather.

EASTERN VISAYAS

Classes were also suspended in several areas in Eastern Visayas amid the threat of tropical depression Crising on Thursday.

These are in the towns of Matalom, Matag-ob, Villaba, Palompon, Tabango, Leyte, Babatngon, Isabel, and the city of Baybay, all in Leyte province; Tarangnan and Gandara, both in Samar province; and Naval, Biliran, Almeria, Culabam Kawayan, Caibiran, and Cabucgayan, all in Biliran province.

Several public and private schools in Tacloban City also cancelled their classes at around 9 a.m.

Flooding was reported in several barangays in Albuera, Leyte. The Coast Guard has also reported 122 persons stranded in the ports of Maasin, Benit, and Padre Burgos, all in Southern Leyte.

In Jagna town, Bohol province, classes in all elementary and high school levels, both public and private, are suspended on Thursday, due to heavy rains and strong winds brought by the southwest monsoon.
