MANILA, Philippines — The head of the Human Rights Affairs office of the Philippine National Police urged individuals or groups being “Red-tagged” by police officers to file a complaint with his office, saying the PNP “has no legal mandate to engage in such practice.”

Police Brig. Gen. Jerry Protacio told representatives of Amnesty International Philippines and other human rights groups during a news conference on Tuesday that the PNP will investigate and monitor any personnel who engages in Red-tagging.

He also assured the groups that “there is no official policy within the organization that promotes or condones such practice.” Protacio said the PNP issued an advisory in September last year prohibiting its members from labeling individuals or organizations as being affiliated with communist groups “without verifying the whole evidence.” —Gillian Villanueva
