Herbosa: PH’s health initiatives should be less reliant on int’l donors

MANILA, Philippines — Health Secretary Teodoro Herbosa on Thursday said that it was an “immense honor” to serve President Ferdinand R. Marcos Jr. and the Filipino people as he tendered his courtesy resignation. 

Marcos earlier ordered all Cabinet secretaries to submit their courtesy resignations to recalibrate the administration following the results of the 2025 midterm elections.

“In full support of the ongoing performance review of all Cabinet members and government agencies, I respectfully offer my courtesy resignation,” Teodoro said in his resignation letter.

“It has been an immense honor to serve you and the Filipino people as the 30th Secretary of Health,” Herbosa added. 

Herbosa also said that he will remain a supporter of the government as it fulfills its mandate to bring healthcare services closer to the people.

Herbosa took his oath as the health secretary in June 2023. He served as DOH undersecretary from 2010 to 2015. 

Marcos made the call to recalibrate his administration following the results of the 2025 midterm elections.

Marcos emphasized that the order “is not about personalities— it’s about performance, alignment, and urgency.”
