Malacañang adopts national action plan to end armed conflict by 2028

MANILA, Philippines — Malacañang has issued a memorandum ordering the adoption of the National Action Plan for Unity, Peace, and Development (NAP-UPD) 2025–2028, which lays out specific plans and strategies to operationalize the whole-of-nation approach in achieving lasting peace across the country.

Based on Memorandum Circular No. 83 signed by Executive Secretary Lucas Bersamin on May 2, the NAP-UPD 2025-2028 will be the nation’s strategic blueprint to end the Communist Party of the Philippines-New People’s Army-National Democratic Front insurgency and armed conflict.

The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC), which crafted the action plan along with relevant government agencies and private sector partners, shall lead its implementation and perform the following duties and functions:

  • Monitor and evaluate the implementation of programs, activities, and projects under the NAP-UPD 2025–2028, and submit annual reports to the Office of the President through the Office of the Executive Secretary
  • Recommend or study measures to further support the objectives of the action plan, such as strengthening existing agency monitoring mechanisms or creating Project Management and Development Offices at the national level and Unity, Peace, and Development Centers at the local level.
  • Engage the private sector and other stakeholders in monitoring and feedback regarding the implementation of the NAP-UPD 2025–2028.

“In accordance with their respective mandates, all departments, agencies, bureaus, and offices of the national government, including state universities and colleges and government-owned or -controlled corporations are hereby directed, and all (local government units) and the private sector are hereby encouraged to support the implementation of the NAP-UPD 2025-2028, as well as the programs, activities, and projects specified therein,” the memorandum read.

It also said that the funding needed to implement the memorandum will come from the current budgets of the concerned government agencies and local government units, following existing laws and regulations./das
