MANILA, Philippines — Senators Raffy Tulfo and Grace Poe on Thursday reminded the Land Transportation Franchising and Regulatory Board (LTFRB) to ensure that sanitary facilities in bus terminals nationwide should be free of charge as mandated by the law.

During the joint hearing of Senate committees on public services, public works, and finance, Tulfo said the use of restrooms in bus terminals across the country is still not free.

“Use of comfort rooms usually has fees, although I acknowledge the fact that other provinces or local government units (LGUs) maintain or have the responsibility for these bus terminals. But LTFRB can remind LGUs or even the Department of the Interior and Local Government to make the use of restrooms free,” he said.

Poe cited Republic Act No. 11311, also known as An Act to Improve Land Transportation Terminals, Stations, Stops, Rest Areas, and Roll-On/Roll-Off Terminals, Appropriating Funds Therefor and for Other Purposes.

“Access to internet, clean sanitary facilities, and lactation stations should be free in all terminals, stations, stops, and areas,” Poe said.

She also reminded the LTFRB of this law and warned that Tulfo’s personnel would regularly inspect the terminals.

Tulfo also told LTFRB to conduct a follow-up on the implementation of a memorandum circular aiming to make these restrooms free of charge.
